The rest has to be said plainly. Chester has been a distressed municipality under Act 47 since 1995, in receivership since 2020, and in Chapter 9 since November 2022; unemployment has run near 30 percent and the wage tax is the second-highest in the state. Crozer-Chester Medical Center, just over the line in Upland, closed in May 2025, and its new owner, Chariot Allaire, is planning a phased return over two to three years. In April 2026 the receiver withdrew the recovery plan after a state Supreme Court ruling on the Chester Water Authority. A business here operates inside that reality, and its marketing should not pretend otherwise.
What is still working, and who it needs to reach
Two things are growing in Chester in the middle of all this. One is the waterfront — the stadium, the sportsplex, the casino, Power's expansion at Rivertown — which brings people in from across the region for a few hours at a time and then sends them home. The other is the work of filling the gap Crozer left: clinics, home-health agencies, nonprofits and social-service providers that people now have to find without a hospital to point them there.
