Claymont counted 9,895 residents in 2020 against 8,253 a decade earlier — roughly twenty percent growth, the sharpest on this stretch of the county. The steel mill that ran here from 1916 shut in 2014, and its 450-acre site is now First State Crossing, developed by St. Louis-based Commercial Development Company, with Agile Cold Storage and a First Industrial Realty Trust facility already on the ground. The customer base is turning over as a result. Darley Green put 831 townhomes, apartments and shops onto 68 acres of a former garden-apartment site, and upward of 1,200 more homes are planned at the old mill. A household that has just moved in has no plumber, no dentist and no pizza place it trusts yet, and it finds all three the way anyone new to a place does.

Two things happened next to each other here, which is why this is worth taking seriously. A transit center costing more than $90 million — $51 million-plus federal including a $10 million TIGER grant, and over $38 million from the state — opened with a 464-space garage, 343 outdoor spaces, level boarding and a pedestrian bridge. It sits beside an industrial site in the middle of being rebuilt.
